ANALISIS DAMPAK KINERJA KEUANGAN PEMERINTAH TERHADAP TINGKAT KESEJAHTERAAN MASYARAKAT KOTA PEKANBARU

Abstract

This study aims are to analyze  the financial performance of the government of Pekanbaru and to know the impact of the government financial performance as measured by efficiency, effectiveness and economy of government financial report and fiscal decentralization on people's welfare as measured by the level of health and the Human Development Index in Pekanbaru City in the period 2011 to 2020. The research method are descriptive statistical analysis and multiple linear regression analysis. The results of the study show that the efficiency, effectiveness and economics of local government financial report  have no effect on people's welfare, both on the level of health and the Human Development Index. Meanwhile, Fiscal Decentralization has a significant effect on the level of health and the Human Development Index.

Penelitian ini bertujuan untuk menganalisis kinerja keuangan pemerintah Kota Pekanbaru dan melihat dampak dari kinerja keuangan pemerintah tersebut yang diukur dengan efisiensi, efektivitas dan ekonomi keuangan serta desentralisasi fiskal terhadap kesejahteraan masyarakat yang ukur dengan tingkat kesehatan dan Indeks Pembangunan Manusia  di Kota Pekanbaru dalam periode tahun 2011 sampai dengan 2020. Metode penelitian adalah dengan analisis statistik desktiptif dan analisis regresi linear berganda. Hasil penelitian menunjukkan bahwa efisiensi, efektivitas dan ekonomi keuangan pemerintah daerah tidak berpengaruh terhadap kesejahteraan masyarakat, baik terhadap tingkat kesehatan maupun Indeks Pembangunan Manusia. Sementara Desentralisasi Fiskal berpengaruh signifikan terhadap tingkat kesehatan dan Indeks Pembangunan Manusia
